Know where to pitch a tent.
If you are close to a stream, pitch the tent a few meters above the water. If it rains you don’t know how quickly it can rise.

A “near miss” is a completely nonsensical way of staging a failed assassination. This easily can go wrong with the target actually being hit. Why would the shooter, that somehow is such a great shot, that he can pull this off safely agree to it? The best case scenario for him would be to end up in prison the rest of his life, far more likely to be shot and killed on the scene so he can’t say anything.

So you basically claim that Biden or people in his administration would have wanted to stage a failed assassination attempt on Trump. This also requires all the agents on site to be in on it and none of them to talk later. Again something completely nonsensical.
